RULES FIRST

CITY
RULEBOOK.

TrueProjects is semi-serious: the city can be fun, loud and unpredictable, but players are still expected to protect the scene, value consequences and respect each other.

ROLEPLAY > WINNING

Give scenes room to become stories instead of treating every situation like a competitive match.

SEMI-SERIOUS ≠ NO RP

Have fun with your character. Just do not turn the city into GTA Online at everyone else's expense.

CONTEXT MATTERS

Staff may consider intent, history, escalation and the total scene when reviewing a report.

RULES SHOWN
CITY STANDARD

01 — GENERAL ROLEPLAY

1.1
ROLEPLAY OVER WINNING

Your goal is to create a good scene, not force the outcome you personally want. Give other players reasonable reactions and choices.

1.2
SEMI-SERIOUS DOES NOT MEAN NO RP

Funny characters, chaotic moments and creative scenes are welcome. Constant trolling, fail-RP and intentionally ruining scenes are not.

1.3
STAY IN CHARACTER

Keep active scenes in character. If something needs staff review, finish or safely exit the scene and use the proper support channel.

1.4
VALUE YOUR CHARACTER

Treat serious threats, injuries and dangerous situations like your character has something to lose.

1.5
NO LOW-EFFORT DISRUPTION

Do not repeatedly interrupt scenes, bait players for reactions, spam sounds, or use vehicles/weapons solely to disrupt RP.

CITY STANDARD

02 — CHARACTER KNOWLEDGE

2.1
NO METAGAMING

Do not use information from Discord, streams, clips, another character or OOC conversations unless your current character learned it in RP.

2.2
CHARACTER SEPARATION

Your characters are separate people. Money, enemies, friendships, gang knowledge and private information do not automatically transfer between them.

2.3
NO STREAM SNIPING

Do not use a livestream or recording to locate, avoid, ambush or gain information about another player.

2.4
RECOGNITION MUST MAKE SENSE

Masks, clothing, vehicles and voice can contribute to recognition, but do not treat every disguised person as automatically identifiable without reasonable RP context.

CITY STANDARD

03 — COMBAT & ESCALATION

3.1
NO RDM

Do not attack or kill another player without meaningful RP reason and reasonable escalation.

3.2
NO VDM

Vehicles are not default weapons. Intentionally running players over without appropriate RP escalation is prohibited.

3.3
ESCALATE BEFORE SHOOTING

Gunplay should generally be the result of a scene, threat, robbery, feud or clear conflict — not the opening line.

3.4
NO COMBAT LOGGING

Do not disconnect, force-close, respawn or otherwise leave to avoid an active scene, arrest, robbery, medical RP or consequence.

3.5
NO REVENGE RUSHING

Do not instantly return after losing a fight just to restart the same shootout. Allow the scene and its consequences to breathe.

3.6
THIRD-PARTYING

Do not jump into unrelated active conflicts just because you hear shots. You need a believable RP reason to involve yourself.

CITY STANDARD

04 — NEW LIFE & INJURIES

4.1
NEW LIFE RULE

If your character fully respawns after being downed, do not immediately return to the scene or use precise details your character would reasonably have lost.

4.2
MEDICAL RP MATTERS

If EMS is available, participate in injury and treatment RP instead of treating being downed like a timer.

4.3
INJURY ROLEPLAY

Major crashes, gunshots and serious injuries should affect your character for a reasonable amount of time. You do not need to overdo it, but do not instantly act untouched.

CITY STANDARD

05 — CRIMINAL ROLEPLAY

5.1
CRIME NEEDS PURPOSE

Robberies and criminal scenes should create interaction. Repeatedly farming mechanics with minimal RP can be treated as fail-RP.

5.2
HOSTAGES MUST BE REAL

A hostage should be an actual participant in the scene. Do not use obvious friends or alternate characters as fake hostages just to satisfy mechanics.

5.3
DO NOT ROB EVERYTHING

Do not strip players of every item simply because the mechanic allows it. Take what makes sense for the scene.

5.4
POLICE INTERACTIONS

Criminals are allowed to escape and resist, but should not treat every police interaction as an automatic shootout.

5.5
NO COP BAITING

Do not intentionally spam crimes, reckless actions or emergency calls solely to force police into a chase or shootout.

CITY STANDARD

06 — GANGS & ORGANIZATIONS

6.1
GANG IDENTITY

Official gangs should have recognizable identity, leadership and purpose beyond being a group that shoots together.

6.2
CONFLICT NEEDS RP

Gang wars and beef need escalation, communication and an understandable reason. Random attacks because of colors or territory are not enough by themselves.

6.3
NO ENDLESS WAR

Give conflict room to cool down, negotiate or change direction. Repeated attacks with no progression can be stopped by staff.

6.4
MEMBER LIMITS

Follow the current gang/member limits announced by management. Do not use unofficial affiliates to bypass official limits.

6.5
TERRITORY IS RP

Claiming a neighborhood does not give automatic permission to attack every person who enters it. Create a scene first.

CITY STANDARD

07 — POLICE / EMS / GOVERNMENT

7.1
DEPARTMENT PROFESSIONALISM

Whitelisted departments should maintain believable conduct while on duty and follow their department SOPs.

7.2
NO MECHANIC ABUSE

Do not use job menus, evidence tools, medical tools or government permissions for personal advantage outside intended RP.

7.3
SCENE CONTROL

Emergency services may control unsafe scenes, but should still give civilians and criminals opportunities to roleplay when practical.

7.4
CORRUPTION

Department corruption is only allowed when explicitly approved under the current department policy.

CITY STANDARD

08 — VEHICLES & PURSUITS

8.1
DRIVE TO THE SCENE

High-speed driving can happen, but constantly driving like your vehicle and life have no value can be treated as fail-RP.

8.2
OFF-ROAD LIMITS

Do not use vehicles in terrain they clearly could not handle just to escape a pursuit.

8.3
PURSUIT ESCALATION

Ramming, boxing, spikes and other pursuit tactics should scale reasonably with the situation and department policy.

8.4
NO INTENTIONAL DESYNC ABUSE

Do not exploit vehicle desync, repair glitches or physics bugs to gain an advantage.

CITY STANDARD

09 — ECONOMY, EXPLOITS & CHEATING

9.1
NO EXPLOITING

Do not abuse bugs, duplication methods, unintended mechanics or script errors. Report them instead.

9.2
NO CHEATING

Mod menus, unauthorized injectors, aim assistance, wallhacks, ESP, resource dumps or other unfair third-party advantages are prohibited.

9.3
NO ECONOMY ABUSE

Do not intentionally manipulate jobs, businesses, inventories or character transfers to generate illegitimate money or items.

9.4
REPORT MAJOR BUGS

If a bug can duplicate items, create money, bypass punishment or affect other players, stop using it and report it immediately.

CITY STANDARD

10 — OOC CONDUCT & STAFF

10.1
RESPECT THE COMMUNITY

IC conflict is expected. OOC harassment, threats, hate speech, doxxing or targeted abuse are not.

10.2
DO NOT ARGUE MID-SCENE

Do not stop a scene to debate rules. Clip what happened and use a report after the scene unless staff intervention is immediately necessary.

10.3
STAFF DECISIONS

Staff may act on behavior that clearly violates the spirit of the rules even if the exact situation is not written word-for-word.

10.4
FALSE REPORTS

Do not knowingly submit fabricated evidence or weaponize reports to retaliate against another player.

10.5
BAN EVASION

Do not use alternate accounts or identities to bypass an active server or community punishment.
